We are certified to AS9100 Rev. D and ISO 9001:2015, the internationally recognized standard in the aerospace and commercial industries for quality management systems.
QR1 - Material Test Reports
A legible copy, in English, of material test reports shall accompany each Shipment. Test reports shall be identified with specification number and heat and/or cure lot number and cure date, as applicable. Chemical and physical test reports shall include actual numerical values for each property tested in accordance with the applicable specification. When more than one specimen is required, test results of each are required on the report. Specification and revision shall be shown on each test report furnished. Specification and revision shall be to the latest release.
QR2 - Certified Test Data

QR3 - Certificate of Conformance
Each shipment shall be accompanied by a legible copy, in English, of a Certificate of Conformance with the signature of responsible representative stating material, process, or article being shipped meets requirements of applicable drawing or specification cited in Purchase Order. Supplier shall include date of manufacture on the Certificate of Conformance. For Boeing product, suppliers shall ensure that (A)parts and/or materials were produced under federal aviation administration approved manufacturing and quality control systems/methods as set forth in FAA production certificate 700 issued to The Boeing Company and (B) such parts and/or materials are new and in airworthy condition. Specifications and revision shall be to the latest release unless otherwise noted. Neumeier considers the use of AAM (acceptance authority media) as a personal warranty of compliance and conformity to contract requirements.
QR4 - First Article Inspection
A First Article Inspection (FAI) in accordance with SAE AS9102, of one part, randomly selected from the first manufacturing lot of each part number, shall be conducted and documented by the Supplier. The actual value of each drawing attribute shall be recorded, including drawing notes, specified processes, functional tests, and laboratory requirements, as applicable. Subsequent FAI’s (Delta FAI’s) shall be performed if there is any change in tooling (rework, modification or replacement), manufacturing methods, equipment utilized or personnel performing the work. Engineering drawing revisions shall require the generation of Delta FAI’s to document the differences between the new and previous FAI. A new FAI shall be accomplished on a randomly selected part from the first lot produced if there is a lapse in the manufacturing cycle of two (2) years.
QR5 - Report of Discrepancy
Any departure from drawing specifications or other Purchase Order requirements shall be documented by the Supplier and submitted to Neumeier Engineering, Inc. within 24 hours for consideration and approval of any non-conforming disposition. A copy of the dispositioned document shall accompany each affected shipment.
QR6 - Traceability/Lot and Batch Control
Supplier shall maintain lot and batch control of raw materials and details to purchased items through the use of lot, batch, serial number, or date of manufacture, as applicable, for all items in the shipment.
QR7 - Quality Assurance Records Retention
Supplier shall retain manufacturing planning, all certifications, first article inspection (FAI) reports, and test reports required to assure that commodity conforms to the contractual and technical requirements of the Purchase Order for a minimum of the calendar year + 12 years from the date of shipment under each applicable order for all product/part numbers unless otherwise specified on the purchase order. At the expiration of any applicable period set forth above and prior to any disposal of records, Supplier will notify Neumeier Engineering, Inc. of records to be disposed of and Neumeier Engineering, Inc. reserves the right to request delivery of such records. In the event Neumeier Engineering, Inc. chooses to exercise this right, Supplier shall promptly deliver such records to Neumeier Engineering, Inc. at no additional cost on media agreed
QR8 - Identification
Unless otherwise specified by Purchase Order, parts, assemblies and components shall be identified per the engineering drawing and marked with the date of manufacture. When identification is not specified on the engineering drawing, the product shall be identified with the part number specified on the Purchase Order. When items are too small to be easily identified, parts may be bagged or tagged, with the proper identification indicated on the bag or tag. Raw material procured to Federal, Military, Aerospace, or other specifications shall be marked per the identification specification, which is referenced in the controlling specification.
QR9 - Neumeier Engineering, Inc., Furnished Materials
Parts or assemblies manufactured from furnished material shall be accompanied by a Certificate of Conformance, stating that the parts and/or assemblies were produced from Neumeier Engineering, Inc., furnished material(s). The Certificate of Conformance shall be identified with the part number and the Supplier’s lot number, material manufacturer’s name, and material certification number, if drop-shipped from the material manufacturer to the Supplier. The Certificate of Conformance shall be identified with the Neumeier Engineering, Inc., packing slip number if shipped from Neumeier Engineering, Inc..
QR10 - Approved Processor Requirements (D1-4426)
A legible copy of all special process certifications shall accompany each shipment of material, parts, or assemblies. Special processes shall only be performed by customer-approved sources.
QR11 - Boeing Approved Vendors
All material and hardware used in details and assemblies built per Boeing drawings shall be obtained from Boeing-approved sources.
QR12 - Material Safety Data Sheets (MSDS)
Materials noted on this Purchase Order must be supplied in accordance with OSHA’s hazard communication standard 29CFR1910-1200, OSHA instruction CPL2-2.38 dated August 5 1985, and Washington State codes 296-62-05413, “Material Safety Data Sheets”. Materials not received in compliance with the aforementioned OSHA requirements and Washington State codes will be subject to immediate rejection and return at supplier’s expense. In addition, if Supplier is aware of any additional precautions and/or handling techniques instituted with regard to other customers, the Supplier is required to submit those safeguards with the MSDS. If specifically noted in body of purchase order, supplier is required to forward a Toxic Substances Control Act (TSCA) certification letter to Neumeier Engineering, Inc., Buyer for product(s) purchased on this Purchase Order, with the statement that every chemical component of the product(s) is listed by the Toxic Substances Control Act Inventory (P.L.94-94-969).
QR13 - Supplier Corrective Action
Supplier expectations for quality and delivery performance are 98% and 96% respectively. Supplier shall, on request, provide statements of corrective actions on failures of Supplier’s product or Quality System when these expectations are not met. Corrective action statements may require approval of Neumeier Engineering, Inc., Quality Assurance.
QR14 - Control of Changes
Supplier agrees not to make any change in materials or design details that would affect the part or any component part thereof without prior written approval from Neumeier Engineering, Inc.. Supplier shall immediately notify in writing Neumeier Program Manager or Quality Manager if a change occurs within the QMS that may affect supplier’s capability to fulfill Neumeier’s requirements.
QR15 - Calibration System Requirements
Supplier shall have a calibration system that assures compliance with ISO 10012, ANSI/NCSL Z540.1, ANSI/NCSL Z540.3, and ISO/IEC 17025:2017 as applicable. Acceptance criteria for MTE to be based off laboratories calibration standards that are traceable to SI units through the National Institute of Standards and Technology (NIST). MTE shall have a calibration cycle of one year unless otherwise specified by outside laboratory equipment or per manufacturer’s recommendations for product/process requirements. Any deviation or waiver to this requirement shall be approved in advance by Neumeier Engineering, Inc., Quality Assurance.
QR16 - ITAR Warning
International Traffic in Arms Regulation (ITAR) Warning. Equipment and/or technical data generated or delivered in the performance of this contract may be controlled by the Code of Federal Regulations, International Traffic in Arms Regulation (ITAR), 22CFR, Chapter 1, Part 120, Sections 120-130, and may require an export license before assigning any foreign person or foreign national to perform work under this contract or before granting access to foreign persons or foreign nationals to any equipment/technical data generated or delivered in performance of this contract (See 22CFR, Ch. 1, Section 123). A foreign person is any natural person who is not a lawful permanent resident of the U.S. or who is not a protected individual. It also means any foreign corporation, business association, partnership, trust, society, or any other entity or group that is not incorporated or organized to do business in the U.S., as well as international organizations, foreign governments, and any agency or subdivision of foreign governments (e.g., diplomatic missions). It also includes any foreign interest and any U.S. person effectively owned or controlled by a foreign interest. A foreign national is any person who is not a citizen or national of the U.S. If you have any questions about the proper application of ITAR restrictions, immediately contact your Neumeier Engineering, Inc., Procurement Representative for resolution.
QR17 - Quality Management System – Suppliers
The Supplier shall maintain a quality system that complies with Aerospace Standard AS9100, “Quality Management Systems – Requirements for Aviation, Space and defense Organizations.”
QR17B - Quality Management System – Distributors
The Distributor shall maintain a Quality Management Systems that complies with either Aerospace Standard AS9100, “Quality Management Systems – Requirements for Aviation, Space and defense Organizations and/or AS9120 – “Quality Management Systems – Aerospace.
QR18 - Sikorsky Approved Suppliers
All special processes for details and assemblies shall be processed using Sikorsky-approved suppliers. All material and hardware used in details and assemblies shall be obtained from Sikorsky-approved sources.
QR19 - Goodrich Landing Gear Approved Suppliers
All special processes for details and assemblies shall be processed using Goodrich Landing Gear approved vendors. All material and hardware used in details and assemblies shall be obtained from Goodrich Landing Gear approved sources.
QR20 - Right of Entry
The customer reserves the right to enter, observe, record and or report on any activities at the Supplier during the manufacturing of the Customers Products. This right extends to include all levels of the supply chain and pertinent federal, state or local government agency, including the DoD. These controls apply to the entire supply chain and to Neumeier Engineering, Inc. supplier sub tiers.
QR21 - Digital Product Data (DPD) Requirements
Sellers shall be DPD approved by Neumeier Engineering, Inc., and be in compliance with requirements set forth in D6-51991. Seller shall have on file a copy of D6-51991.
QR22 - Supplier Flow Down
Supplier shall notify Buyer prior to outsourcing any requirements pertaining to Buyer’s purchase order. After approval for outsourcing, in writing by Buyer, Supplier must flow down all requirements outlined on Buyer’s purchase order, including any key characteristics, to their supplier.
QR23 - Work Transfer
Supplier shall not transfer work from one organization facility to another, from the organization to a supplier, from one supplier to another supplier without Neumeier’s prior written approval.
QR24 - AS9100 Certification
Supplier shall maintain certification, obtained from an accredited certification body, to AS/EN/JISQ 9100, Quality Management Systems Aerospace Requirements and the requirements of D6-82479, Boeing Quality Management System Requirements for Suppliers, as may be revised from time to time. Neumeier Engineering, Inc. (Buyer) reserves the right to make final determination regarding supplier quality management system requirements. Supplier shall comply with the requirements of Form X31764, Boeing Quality Purchasing Data Requirements available at the following URL address. Supplier shall also perform First Article Inspections (FAIs) in accordance with AS/EN/SJC 9102.
Boeing requires that the provisions/requirements set forth in FORM X31764 be included in Supplier’s direct supply contracts as well as the obligation that they be flowed to the Supplier’s sub-tier supply chain. Neumeier Engineering, Inc. requires that the provisions/requirements set forth in AS/EN/JISQ 9100, as determined by the Supplier to be applicable, be flowed to the sub-tier supply chain as specified in AS/EN/JISQ 9100.
QR25 - Boeing Commercial – FAA Production Certificate 700 Quality System Supplier Control Program
The Seller will place the following statement on the shipping documentation of all shipments of Boeing Commercial product:
“Seller hereby acknowledges that the parts and/or materials being shipped under this order are intended for use under Boeing’s Federal Aviation Administration (FAA) issued Production Certificate 700 and no articles (or constituent parts thereof) or the accompanying paperwork (e.g., packages, shippers, etc.) contain any Federal Aviation Administration- Parts Manufacturer Approval (FAA-PMA) markings.”
QR26 - Revision status – Technical Data
Supplier shall assure that specifications, drawings, parts list, process requirements, inspection and verification instructions, and other relevant technical data are the current controlled and released revision unless otherwise specified in the purchase order.
QR27 - BCA Production Certificate 700
Parts procured by BCA PC700 shall not have FAA-PMA markings on them nor shall the accompanying paperwork.
QR28 - Notice of Escapement
Seller shall provide written notification to Neumeier Engineering, Inc. purchasing and/or quality assurance when a non-conformance is determined to exist, or is suspected to exist, on product already delivered to Neumeier Engineering, Inc.. Notification shall include:
- Affected process(es) or product number(s) and names(s),
- Description of the nonconforming condition and the affected engineering requirement,
- Quantities, dates, purchase orders and destinations of delivered shipments,
4. Suspect or affected serial numbers or date codes and airplane line units when applicable.
Notification must occur within three (3) business days of knowing all the above information. However, if the condition is a possible safety of flight, submit all available information immediately.
The requirements set forth above shall be flowed down by seller to sub-tier suppliers, with the modification that all sub-tier notification shall pass through seller (and not made direct from sub- tier to Boeing). Seller shall notify Boeing of all sub-tier escapes and design errors in accordance with respective communication process set for herein.
QR29 - Primer and Topcoat thickness measurements
Seller shall record the actual primer thickness and actual topcoat thickness on each process certification.
QR30 - Human Rights (Boeing A98)
In addition to the provision set forth in the Code of Basic Working Conditions and Human Rights, Seller further commits that any material violation of law by Seller relating to basic working conditions and human rights, including laws regarding slavery and human trafficking, applicable to Seller’s performance under this Contract/ Agreement may be considered a material breach of this Contract/Agreement for which Neumeier Engineering, to cancel any open orders between Neumeier Engineering, Inc. and the Seller, for cause, in accordance with the provisions of this Contract/Agreement, or exercise any other right of Neumeier Engineering, Inc. for an Event of Default under this Contract/Agreement.
QR31 - Statement Certifying Quality Assurance Inspection (Boeing Q13)
Seller must provide a statement on the packing slip certifying its Quality Assurance Department has inspected the parts and they adhere to all requirements, applicable drawings/specifications. Seller shall perform 100% inspection for in-process and final inspection, or Seller shall conform to requirements of document AS9138 “Aerospace Series – Quality Management Systems Statistical Product Acceptance Requirements” as may be amended from time to time.
QR32 - Ozone-depleting substances (Boeing T88)
Definition: “Ozone-depleting substance,” means any substance the Environmental Protection Agency designates in 40 CFR Part 82 as– (1) Class I, including, but not limited to, chlorofluorocarbons, halons, carbon tetrachloride, and methyl chloroform; or (2) Class II, including, but not limited to hydrochlorofluorocarbons. Seller shall label products that contain or are manufactured with ozone-depleting substances in the manner and to the extent required by 42 U.S.C. 7671j (b), (c), and (d) and 40 CFR Part 82, Subpart E, as applicable:

QR34 - Ethical Behavior
Suppliers are expected to conduct business lawfully and ethically at all times.
QR35 - Product Safety & Product or Service Conformity
The supplier shall plan, implement, and control the processes needed to assure product safety during the entire product life cycle to include all FOD related requirements from AS9146 & Boeing requirements from X31764, as appropriate to the organization and the product, and assure that persons are aware of their contribution to product safety and product or service conformity.
QR36 - Prevent the use of counterfeit parts (see 8.1.4 of the AS9100D / ISO 9001:2015 Standard)
Seller shall not supply or substitute counterfeit parts to Neumeier Engineering, Inc.. Seller shall abide by the requirements set forth in AS5553 and AS6174.
QR37 - Direct Ship
Supplier shall not direct ship parts to Neumeier Engineering, Inc.’s Customers without preapproval.
QR38 - Competence
Supplier is to ensure competence, including any required qualification of persons.
QR39 - Operator Self-Verification Program
If Supplier uses an Operator Self-Verification (OSV) program, Supplier shall comply with the requirements set forth in SAE industry standard AS9162, “Aerospace Operator Self Verification Programs”, as may be amended from time to time. Buyer reserves the right to conduct surveillance at Supplier’s facility to determine that Supplier is compliant to the requirements of AS9162.
QR40 - AS9117 Delegated Product Release Verification
When Supplier delegates product verification, Supplier shall conform to the requirements of AS9117, “Delegated Product release Verification”, as my be amended from time to time.
QR41 - Excess Inventory
Supplier shall control all inventory of Boeing proprietary product Provided by Neumeier that is in excess of contract quantity. Unused product shall be returned to Neumeier with completed order.
